Whether it's massive systemwide corruption, police brutality or incompetence of emergency communications, it's never the fault of Chicago Mayor Daley or his administration. A Department of Homeland Security study reviewing disaster preparedness for 75 areas around the United States puts Chicago in the worst category. The City of Chicago apparently blames the study for using methods that failed to make Mayor Daley look good.

The Daley administration is used to one-way communication. We do what we want and you follow it. In emergencies and disasters, you need two-way communication. That's why Chicago failed.
Forget Chicago. Shouldn't we be more worried about a 747 flying into the Leland tower?
Let's just worry about Aurora, the city of blights.
