West Aurora School District Pushes Legislation to Stop Penalty on School Funding

West Aurora School District 129 Superintendent Dr. James Rydland helped push a legislative effort with other school districts and several legislators to pass SB 2051 to make a significant change to eliminate penalties to school districts that pass referendums.

The bill, which has yet to be signed by Illinois temp Gov. Pat Quinn, would stop the state from reducing the amount of funding to a school district when it passes a referendum to increase more local taxdollars.

According to Rydland, the effect could be significant on the finances of a school district like West Aurora, which passed a referendum in 2007 for $14 million, but saw it's state funding decreased by $10 million.

SB 2051 passed 56-0 in the Illinois Senate and 104-1 in the Illinois House.

Local legislative co-sponsors included State Sen. Chris Lauzen, State Sen. Linda Holmes, House Minority Leader Tom Cross, State Rep. Linda Chapa-LaVia and State Rep. Kay Hatcher.

Note: According to our viewers, the local fishwrap (aka "Beaconfused) may have done a similar story and they incorrectly named only Chapa-LaVia as a sponsor of the legislation. SB 2051 was first introduced by Sen. Crotty and then Sen. Lauzen was the first local legislator to sponsor the bill. Looks like a perfectly screwed up way to fund schooling for your children. Why not go with vouchers and take the union endorsed "mystery" out of it?

I hope you called this in Openline or got someone to call in to correct the Beacon and let the people know who actually originated SB2051 instead of letting Linda take the credit. Do not let them get away with this, it just promotes more Democratic machine Chicago style politics.

East Aurora was mentioned on C-span as being one of the worst school districts in the country in a federal hearing of
the House of Reps. Today's paper showcases all the grant money they get plus all the federal funds. West maintains a much better school than D131 and yet Chapa, and Foster continue to back the worst school in Illinois. Foster also got them more stimulus money. Either Lauzen can not get anything done or Chapa and Foster only care about the minority vote. It is time we vote a big NO to all three.

Replace Ryland with a doing nothing minority like Roberts make your district 90% minorities that are impossible educate like D131 and the money will pour in. By the way I hear the new board wants to get rid of Roberts. So the token minority will be available.

Now with the information above and the legal citizens that get away with getting the link card, Disablility, S.S.I., medicade, section 8, etc., that should not be getting them, we are being raped of how much more money? Yes, it does and is happening. Some on S.S.I and Disablility claim they have mental problems and this is how they get away with it. They go to the mandated doctors appointment once a year and are only there for about 15 minutes. They are asked if they thing they cna handle now what is wrong with them, they say no and they have this for another year. It all has to be stopped!

Hey Ryland. Quit spending so much of your time crying for money and spend more of your time trying to manage with your resources at hand. We the citizens voted in a lot of new money for you out of our pockets. Start managing like you know something or go back to Washington. First step get rid of your voicebox Chapin. As a taxpayer in your district, I would much prefer his salary be spent on teachers.

Also, Board of Education, DO SOMETHING. Quit sitting around and accepting everything Ryland says as facts. you job is to question. When I see no dissent, it tells me not many board members are working.

Mr. Ryland, have you ever heard of US Grant?

I think that a key fact in this post is that the district received a $14 Million tax increase.

That tax increase came on the representation that the district had a $1.9 Million hole in the budget. Thus the increase was more than 700% of what the district claimed it needed.

The district now says it received $10 Million less from other sources. Is that a direct result of the tax increase or was it a result of reductions from other sources in general?

Even in light of the reductions from other sources the net increase remains more than 200%.

Rick Lawrence was the cheer leader for this tax increase. If he would have examined the facts when this thing was debated instead of going into it with his mind made up it never would have happened. This increase was railroaded and rammed down the throats of the taxpayers.

It doesn't really matter at this point. Everything going on in the west side schools point to a district that's on a fast track to the bottom. What's happened on the east side is moving to the west side, en mass. Just look closely at the physical condition of the homes in west Aurora. It's sliding towards slum and blight. Even west Galena and the streets leading from it to Downer place are seeing bad things happen.

And as they slide, so do the quality and type of residents that the district will have to educate and "manage". SUCKS FOR THEM!

1:51 has it right. The original hope was to stop them at Edgelawn, but since that subdivision opened on Jericho and Orchard that hope seems to have vanished.

Let's see Foxcroft folded long ago and has become a dump to the North.

West Wood doomed the south area of the west side of town though that subdivion to the north is real nice still. Bu tit is sealed off by the scum to the south and immediate west.

Both sides of Randall north of Galena went form nice housing to crap holes. Kensington Lakes is nice but a pocket of decency in a declining area.

When the idiots decided to allow striping on Downer for parking the pretty much sealed the areas fate. Now you have on the street over night parking with literally dozens of people starting to live in those nice old homes.

The scum have infiltrated all areas between Elmwood and Randall. The Holy Angels area i starting to crumble.

There really is not anything left with good long term prospects. The best hope seems to be the gays coming into the area. But I doubt there are enough to stem the tide.
